### 1. Introduction & Meaning (परिचय और अर्थ)
- Rural Development (ग्रामीण विकास): It is a comprehensive action plan for the social and economic development of rural areas. It focuses on uplifting the rural population, especially those living below the poverty line, by improving their quality of life.
- Key Objective: To bridge the gap between rural and urban development by improving agricultural productivity, creating alternative employment opportunities, and upgrading health, education, and infrastructure facilities.
### 2. Key Issues in Rural Development (ग्रामीण विकास की मुख्य समस्याएँ)
- Human Capital Formation (मानव पूंजी निर्माण): Need for better literacy, education, skill development, and health care in rural areas.
- Land Reforms (भूमि सुधार): Abolition of intermediaries (Zamindari system), regulation of rent, consolidation of land holdings, and ceiling on land holdings.
- Productive Resources (उत्पादक संसाधन): Access to credit, seeds, fertilizers, and irrigation facilities for small and marginal farmers.
- Infrastructure (बुनियादी ढांचा): Development of electricity, irrigation, transport, credit institutions, and marketing facilities.
- Poverty Alleviation (निर्धनता निवारण): Specific programs to generate employment and raise income levels of rural poor.
### 3. Rural Credit and Banking (ग्रामीण साख और बैंकिंग)
Agricultural activities require credit due to the long time gap between crop sowing and realization of income.
- Sources of Rural Credit (ग्रामीण साख के स्रोत):
- Non-Institutional Sources (गैर-संस्थागत स्रोत): Moneylenders, traders, relatives, landlords. (High interest rates, exploitative).
- Institutional Sources (संस्थागत स्रोत): Commercial Banks, Regional Rural Banks (RRBs), Cooperatives, and Land Development Banks. (Low interest rates, farmer-friendly).
- NABARD (National Bank for Agriculture and Rural Development / राष्ट्रीय कृषि और ग्रामीण विकास बैंक):
- Established in 1982.
- It acts as an apex (supreme) body to coordinate the activities of all financial institutions working in the field of rural credit.
- Self-Help Groups (SHGs / स्व-सहायता समूह):
- A micro-credit system where rural poor (mostly women) pool their small savings.
- Promotes thrift (savings) and provides collateral-free loans to members for self-employment.
### 4. Agricultural Marketing (कृषि विपणन)
- Meaning: It is a process that involves gathering the produce, processing it, grading, packaging, storing, and selling it to the ultimate consumer.
- Defects in Agricultural Marketing (कृषि विपणन में दोष):
- Distress sale by farmers due to lack of storage.
- Malpractices by middlemen and traders (false weights and measures).
- Lack of market information and transport facilities.
- Measures to Improve Marketing (सुधार के उपाय):
- Regulation of markets to ensure transparent pricing.
- Provision of warehousing / storage facilities (e.g., Central Warehousing Corporation).
- Cooperative marketing societies.
- Minimum Support Price (MSP) policy by the government.
- Diversification of Agricultural Activity (कृषि गतिविधियों का विविधीकरण): Shifting from single-crop farming to other high-income generating activities to reduce risks.
### 5. Diversification of Agricultural Activities (कृषि गतिविधियों का विविधीकरण)
To reduce dependence on farming and provide sustainable year-round income:
- Animal Husbandry (पशुपालन / श्वेत क्रांति - White Revolution):
- Poultry, cattle, and sheep rearing.
- Milk production has increased significantly due to Operation Flood (White Revolution / श्वेत क्रांति).
- Fisheries (मत्स्य पालन):
- Inland water bodies (rivers, lakes, ponds) and oceans provide a major source of livelihood for fishing communities. States like Kerala, West Bengal, and Maharashtra are major contributors.
- Horticulture (बागवानी):
- Cultivation of fruits, vegetables, flowers, medicinal plants, and spices. India is a leading producer of mangoes, bananas, and tomatoes.
- Other Options: Information Technology (IT), handicraft, and rural tourism.
### 6. Organic Farming and Sustainable Development (जैविक खेती और सतत विकास)
- Organic Farming (जैविक खेती): A farming system that relies on organic inputs like compost, manure, and biological pest control instead of chemical fertilizers and synthetic pesticides.
- Advantages (लाभ):
- Restores soil health and fertility.
- Produces chemical-free, healthy food.
- Environment-friendly and cost-effective in the long run.
- Limitations (सीमाएँ):
- Lower initial yields compared to chemical farming.
- Lack of infrastructure, marketing, and awareness among farmers.
### 7. Important Terms for Quick Revision (महत्वपूर्ण शब्दावली)
- MSP (Minimum Support Price / न्यूनतम समर्थन मूल्य): The price at which the government purchases crops from farmers to safeguard them against sharp price falls.
- Micro-Credit (सूक्ष्म साख): Provision of small loans to poor people to help them start small businesses.
- Infrastructure (बुनियादी ढांचा): Support services like power, transport, communication, schools, and hospitals necessary for economic growth.
