### Concept 1: Meaning and Definition of Small Business
In the Indian context, small businesses are defined primarily on the basis of investment in plant and machinery (for manufacturing units) and equipment (for service units), as per the Micro, Small and Medium Enterprises Development (MSMED) Act, 2006.
Classification of Enterprises (Revised MSME Guidelines):
- Micro Enterprise:
- Manufacturing & Services: Investment up to Rs. 1 Crore and Annual Turnover up to Rs. 5 Crores.
- Small Enterprise:
- Manufacturing & Services: Investment up to Rs. 10 Crores and Annual Turnover up to Rs. 50 Crores.
- Medium Enterprise:
- Manufacturing & Services: Investment up to Rs. 50 Crores and Annual Turnover up to Rs. 250 Crores.
### Concept 2: Role of Small Business in India
Small scale industries (SSIs) play a vital role in the economic development of a developing country like India:
- Employment Generation: They are labor-intensive and create massive employment opportunities with low capital investment.
- Balanced Regional Development: They can be set up anywhere, preventing migration from rural to urban areas.
- Mobilization of Local Resources: They utilize untapped local resources and savings of entrepreneurs.
- Contribution to Exports: A significant share of India's total exports comes from the small-scale sector.
- Flexibility and Adaptability: Quick decision-making and easy adaptability to changing consumer preferences.
- Complementary to Large Scale: They act as ancillary units supplying raw materials, parts, and components to large industries.
### Concept 3: Problems Faced by Small Business
Small business enterprises face numerous hurdles due to their size and lack of resources:
- Finance: Difficulty in securing adequate and timely long-term and short-term capital.
- Raw Materials: Procurement of raw materials at competitive prices is tough; often forced to buy inferior quality or at high costs.
- Managerial Skills: Lack of professional management and inability to afford expert specialists.
- Labor: Attraction and retention of skilled labor is difficult due to lower wages and fewer benefits.
- Marketing: Dependence on middlemen and lack of effective marketing strategies.
- Technology: Use of obsolete and outdated machinery/technology, leading to low productivity.
- Sickness: High rate of industrial sickness due to poor planning and financial mismanagement.
### Concept 4: Government Assistance and Measures for Small Businesses
To promote and protect small enterprises, the Government of India and state governments provide various incentives and support systems:
Institutional Support:
- NABARD (National Bank for Agriculture and Rural Development): Promotes rural and cottage industries.
- SIDBI (Small Industries Development Bank of India): Apex bank for promotion, financing, and development of MSMEs.
- NSIC (National Small Industries Corporation): Supplies machinery on hire-purchase, procures raw materials, and assists in export marketing.
- DIC (District Industries Centre): Provides integrated administrative support under a single roof at the district level.
Government Schemes & Initiatives:
- Make in India: Encourages manufacturing in India.
- Startup India: Promotes startup culture and innovation.
- MUDRA (Micro Units Development and Refinance Agency) Loans: Provides financial support up to Rs. 10 Lakhs to micro-enterprises under Shishu, Kishore, and Tarun categories.
### Concept 5: Intellectual Property Rights (IPR) & Entrepreneurship
- Intellectual Property (IP): Creations of the mind, such as inventions, literary and artistic works, designs, and symbols used in commerce.
- Key Forms of IPR:
- Patents: Exclusive rights granted for an invention.
- Trademarks: Recognizable sign, design, or expression which identifies products of a particular source.
- Copyrights: Protects original works of authorship (literature, music, art).
