Agenda 21 is a non-binding action plan of the United Nations related to sustainable development. It was signed in 1992 by world leaders at the United Nations Conference on Environment and Development (UNCED) held in Rio de Janeiro, Brazil. The primary objective of Agenda 21 is to achieve global sustainable development by combating environmental damage, poverty, and disease through global cooperation, shared responsibilities, and mutual needs. Every local government is encouraged to draw its own local Agenda 21.
